Our strategic objectives

We work closely in partnership with government departments to deliver the space and services they need, delivering value for money for taxpayers, realising significant benefits across the estate, and making ongoing savings. Acting as the government’s subject matter expert in office property, we can see where offices can be shared and used better, and procure services at scale.

We will do this by aligning our activities with our four strategic objectives.

Our story so far

The Government Property Agency (GPA) was set up in 2018 to help bring the government’s office assets into one portfolio, allowing a more responsive and agile approach to office property as the machinery of government evolves.

An Executive Agency of the Cabinet Office, the GPA is the delivery arm for strategy developed by the Cabinet Office, notably the Office of Government Property. Since 2018, the GPA has grown rapidly, now managing more than half of the government office estate and supporting over 125,000 civil servants. Following this period of rapid growth, and notwithstanding the delivery of significant benefits, the organisation was falling short of departmental partner expectations in many areas. Following a change in leadership in 2024/25 we set about reviewing and improving critical processes, systems and governance through an organisational design exercise and continuous improvement programme.

This is putting the agency on a strong footing for the future. We have established a new operating model to better serve and reflect the evolving needs of our departmental partners and civil servants. We are focused on building digital capabilities that enable our skilled people to grow and develop. We have worked hard to embed new cultural values as our teams have expanded and diversified, helping to support consistent delivery.

We are an organisation comprising nearly 500 dedicated people. Our thin client model is also founded on strategic partnerships with leading organisations, namely BNP Paribas Real Estate, JLL, Tetra Tech, WSP and Gleeds. These partnerships enable us to draw on global expertise and to scale up and down to meet the demands of government. They are an essential and valued part of our model.
